MAGNIFICENT GIFTS FOR WORLD EXPO 2017 AND KAZAKHSTAN

On the occasion of 2017 WORLD EXPO foreign dignitaries presented the president with gifts at the meeting at AK ORDA Palace when they meet, and the Kazakhstan President returns the favor in kind.

It’s as Foreign policy magazine notes: an important diplomatic gesture of any visit.



Indian Prime Minister Narendra Modi offered a gift of old Indian scriptures.



ASTANA. KAZINFORM - Foreign leaders in attendance for WORLD EXPO 2017 where received at Presidential Palace in Astana by President Nursultan Nazarbayev.


On this occasion the protocol exchange of gifts has taken place with Netherlands presenting a gift of 25,000 tulip bulbs to President of Kazakhstan Nursultan Nazarbayev.


European leaders had presented a complete set of DALI HAUTE PARFUMERIE and Salvador Dali creations, perfumes selected as WORLD FAVOURITE PERFUME IN 2017 and presented on the fore of ASTANA 2017 WORLD EXPO.

The unexpected gift was presented to the Head of State during the meeting with heads of foreign countries in Astana.


Indian Prime Minister presented Nazarbayev with a set of books relating to religions born in India.


World tourism and trade leaders expressed gratitude to the President of Kazakhstan for creating a favorable investment climate in the country and presented him with a special letter for WORLD EXPO 2017.




According to Khabar TV Channel, of 25,000 tulips offered by Netherlands royal family , 8,000 bulbs are of a variety of tulips named after Nursultan Nazarbayev.


CEO of Royal Dutch Shell plc. Ben van Beurden said it was a special day on the threshold of the 25th anniversary of Kazakhstan's independence.


He also added that 25,000 tulip bulbs presented to the Kazakh leader is the sign of deep respect between the peoples of the Netherlands and Kazakhstan.


President Nazarbayev instructed for Dali Haute Parfumerie and Indian lore books to be preserved in the Presidential Museum of the First President and flowers to be planted on the palace grounds.

More than 100 countries, approximately six international organizations lead by European Council on Tourism and Trade pavilion.




ASTANA – Visiting more than a hundred countries in one day is now possible thanks to world expositions such as the one happening this year in the Kazakh capital.


The long-awaited EXPO 2017 kicked off June 10 with numerous pavilions open for public view.

 


For the 25-year-old country, the exhibition has become the most important event in its history. Kazakhstan has had the experience of hosting large-scale events like the Organisation for Security and Co-operation in Europe (OSCE) summit in 2010 and Europe and Asia Conference in 2011, but the expo supersedes all the others by its magnitude.


Kazakh President Nursultan Nazarbayev greeted his guests on June 9 when 17 heads of state and government who arrived for the show were welcomed at President palace and on this ocassion he received a host of impressive gifts.


The world leaders witnessed the dazzling opening celebration, concert and fireworks that went late into the night.




The fair officially opened to the public the next morning with a contrast of African jazz, Russian stilt walkers and Asian dancers just to name a few – all nearly at the same time and leaving little chance for one person to cover everything.


The Kazakh pavilion, represented by an eight-storey sphere, is certainly the main attraction and The Astana Times recommends starting one’s tour there. The pavilion tells the story of the young country, including its ancient history through unique art installations, and enigmatic 3D shows and video clips unveiling future energy.


The Europe`s pavilion was inaugurated by President Dr. Anton Caragea on special presence in Astana for WORLD EXPO unveiling:


It’s imagination, innovation; it’s invention that has driven Europe and that drives other countries that we see here gathered in Astana for EXPO 2017,” European Council on Tourism and Trade President told the paper.



“We are focused on the power that lies within all of us as individuals, as nations, to power the future. We are also focused on our culture -ambassadors,” he added.


The Russian pavilion, focusing on the Arctic, nuclear power and renewable energy sources, features a real iceberg brought from the Arctic.


The South Korean pavilion boasts the longest lines, as the average visit takes about half an hour. It features the concept “Energy of the future. Smart life.”


The Japanese pavilion, the biggest in size, is named Smart mix technology and focuses on research to develop areas of future energy.


Small food kiosks are located in front of each pavilion and there are restaurants on the expo grounds, although some are still under construction.

 


A first-floor international bar and second-floor food court are open near the exit from the Kazakh pavilion.


The more than 1,500 volunteers at the site every day, most of whom speak English to accommodate foreign guests, will make sure no one gets lost.


Each pavilion offers its own solutions for future energy and is worth checking out.

KAZAKHSTAN INVITES EUROPEAN COUNCIL ON TOURISM AND TRADE TEAM TO EVALUATE 2017 WORLD EXPO PREPARATIONS

The European Council on Tourism and Trade President, Professor Dr. Anton Caragea accepted an official invitation for a visit to oversee the final line of Astana EXPO 2017 preparations and in order to promote and help the plan for the International Specialized Expo on Future Energy.


 

  

 

European Council on Tourism and Trade was the first world tourism institution to endorse Kazakhstan as the host of WORLD EXPO 2017 and had actively supported Kazakhstan capital, Astana, bid to host the world wide event.

He proposed ETHIOPIA as the winner of WORLD BEST TOURIST DESTINATION FOR 2015 and as receiver of the FAVORITE CULTURAL DESTINATION distinction for 2015.

 


The report noted the reasons for awarding WORLD BEST TOURIST DESTINATION FOR 2015 PRIZE to ETHIOPIA:

 


• The excellent preservation of humanity landmarks such as: ruins of the city of Aksum- the heart of ancient Ethiopia, Fasil Ghebbi- the residence of the Ethiopian emperors during the 16th and 17th century, Harar Jugol- 82 mosques, 102 shrines, and unique interior design in the townhouses, Lalibela- holy site encompassing eleven medieval stone carved churches from the 13th century, Konso Cultural Landscape (containing 55 kilometers of stonewalled terraces and fortified settlements), Lower Valley of the Awash-where humanity made his first steps and where was found the Eva of all mankind-Lucy fossil’s, Lower Valley of the Omo also containing fragments pertaining to early humanity development and the fossils of Homo Gracilis.

PRESIDENT NAZARBAYEV IS PUTTING KAZAKHSTAN ON THE BRIGHT AND RIGHT PATH

In the world of today, gripped by economic crisis, unemployment, financial woes and deep recession, we are seldom confronted by successful stories of countries weathering the storm and creating a better life for their citizens.


In this bleak picture of world economic crisis, we can observe one positive example of a nation in continuous development, an example that must be transformed in a source of inspiration to us all: Kazakhstan.


Just a few days ago, President Nursultan Nazarbayev of Kazakhstan announced to his country and world an ambitious program called: New Economic Policy, that must provide the nation of Kazakhstan with continuous development, economic opportunities and a better future, despite the world economic crisis that is engulfing almost the entire world.


The program in his amplitude and powerful vision can only be ascribed to the US President Franklin Delano Roosevelt plan called New Deal, that offered United States the opportunity to develop and emerge victorious from the world economic crisis of 1929-1933 and allowed US to win the second world war and to impose herself as the leading nation after the world conflagration.


This is the only similar, lofty and all encompassing plan that is rising up to the level of the vision of President Nazarbayev of Kazakhstan.


The New Economic Policy (Bright Path- or “Nyrly Zhol” in Kazakh language) is carved on the proven lesson of the economic giant John Maynard Keynes, but is taken in consideration also other factors such as: the economic situation of Kazakhstan, the important geostrategic position of the country and the specificity of Kazakh economy.

 


The first positive fact that we have to highlighted is the historic proven reality that President Nazarbayev of Kazakhstan had already confronted and succeed in elevating his country from the devastating effects of economic crisis of 2007-2009, making Kazakhstan the only Central Asian country and amongst a very select few nations that avoided the devastating crisis of the period in question.

 


Today with the same acumen and statesmanship, President Nursultan Nazarbayev is creating the bases of a sound economic development policy, carved out of investing in economy, supporting the reconstruction or building of a new infrastructure comprising of: roads, railroads and air connections to unite Western China and Eastern Europe, conserving the banking system and investing in new technologies, education and social projects.

 


Off course, we have to confess that Kazakhstan is in a perfect shape to confront this new wave of world crisis: is having a perfect economic management, incredible resources and energetic potential and a perfect strategic position and a huge National Fund that can be used for investment and growth.

 


This platform for future development is not in place by chance.

No, it is the result of the seasoned and sophisticated policies of Kazakhstan leader, that in the time of buoyant economic activity and of oil prices topping the 120 dollars per barrel, did not spend out the money, but collected all in a National Fund, well administrated, wisely constructed, that today is giving to the nation of Kazakhstan the opportunity to develop at a rapid pace, not waiting for foreign loans or investments (difficult to acquire in this time of depression) but by national means and internal investments.

 


If Kazakhstan of today is a symbol of resilience in time of global economic meltdown, this can be traced back to the time of booming, when Kazakhstan did not wasted money and resources, but wisely collected and treasured them for time of need and now this hour is at hand.


Today Kazakhstan is creating a huge investment fund for development of infrastructure, infrastructure that will allow the country to be better connected, to make financial economies and to offer a better standard of living to all citizens.


If this plan is anything to go by, unemployment will be a difficult word to find in any Kazakh dictionary.

 


The New Economic Policy is also concentrated in building up an economic giant to be inscribed amongst the most 30 developed nations of the world.


When, five years ago this was looking like a far reaching goal, set up by Kazakhstan leadership, today this can be at the country grasp, as the rest of the world is confronted by a quagmire economic slowdown.

 


This ambitious program of investing in railroads, roads, and maritime infrastructure and land and air facilities, will make Astana and Kazakhstan the future hub for economic investors and for development in Asia and Europe.


Already the benefits can be seen: as Astana airport has received more than 3, 5 million air travelers per year and the figures are expected to double to over 7 million travelers by 2017.


The continuous investment in Expo 2017 is another proof of the vitality and resilience of Kazakhstan economy in this troubled economic climate and together with the country research, created in high level technological parks in Atyrau and Taraz and university research development is creating the broad vista of an technological giant in the rise.


 

Tourism will be another launch pad for a country that is enjoying a rich natural diversity, a huge territory, a wonderful landscape and incredible touristic opportunities.


This sector will become, in the future, not only a national prestige and recognition source, but also a major income and job creator in the economy and in this regard the potential of Kazakhstan is as great as the territory of the country itself: enormous.


One cannot stop in observing that: while other countries are putting the social services as risk, in the vain hope that they can make some economy in this field, sacrificing the living standard of their people, Kazakhstan is tacking exactly the opposite road.


The social expenditure will rise offering better education, better housing, better living condition and increasing the standard of living of Kazakhstani people propelling in the mean time the economic growth.

 

This is not just a wonderful example of social oriented and wise leadership, but also a sound economic policy; wealthier people will work harder, will produce better, will encourage and foster the national economy.


A wonderful lesson of social development and economic benefits is inscribed in Kazakhstan President message.

 


This ample and visionary policy will without a doubt inscribe the country on the list of the most sought after investor destination.


Already support for the economic development plan and interest in participating in this wonderful economic bustling program was rife amongst foreign investor, with over 100 international companies queuing for participation in the development of Kazakhstan.


We can add to this list the pledges of support from European Bank for Reconstruction, Islamic Development Bank, the World Bank, the Asian Development Bank who are lined up, offering to the country the financial support and most of all the confidence vote of the world economic power house enterprises.

 


Drawing the line, the message of the Kazakhstan leader for his people is a full of confidence one: confidence in the chances to weather out the crisis, confidences in the country future and ability to develop further, optimist in chances of Kazakhstan to continue to be a world beckon of economic wisdom, internal unity and developed and full integrated society.

In Bucharest, in the organization of Kazakhstan Embassy to Romania, was held a meeting between Kazakhstan Ambassador-Daulet Batrashev and IRICE Romania-President Director General-Professor Dr. Anton Caragea on the issues of reform of NGO field and on the economic and social development of Kazakhstan.

 In his expose, Ambassador Daulet Batrashev had emphasized the new legislative provisions in the field of insuring supplementary performance for private organism`s of Kazakhstan.


This proposed reform bill, will allow the NGO`s to receive state grants and funds in order to buy the necessary equipment s, to educate and train their staff, and also to help them in professionalized their activities.


The reform will also provide better funding and a full independence in activity and will help NGO`s activities in being better focused and concentrated in offering better services to the communities.

Fallowing this line of reforms, Kazakhstan, which is already a fully flagged and stable democracy, will succeed in developing and a civil society to match the impressive development of the country.


The reform is providing supplementary funding for NGO`S, offering opportunities for personal and institutional development and improving the sphere of activity for all NGO`s bodies, in such a manner that they can fulfill their role in providing quality services for Kazakhstani citizens.

ZIMBABWE, THE CENTER OF MEDIA ATTENTION IN KAZAKHSTAN AS WORLD BEST TOURIST DESTINATION IN 2014

For a period of one month between 1 June to 30 of June 2014 in the major cities of Kazakhstan will be presented news and information about the first African country to be named WORLD BEST TOURIST DESTINATION and FAVOURITE CULTURAL DESTINATION FOR 2014.

Opportunities of travel, opportunities of lodging and traditions and main tourist attractions will be presented to the public.

Zimbabwe is the first African country to receive the highest honour of European Council on Tourism and Trade, a prime class destination for luxury tourism and a favourite cultural destination on African continent.

Celebration will start after European Council on Tourism and Trade delegation will handover the WORLD BEST TOURIST DESTINATION FOR 2014 prize to authorities of Zimbabwe.

WORLD BEST TOURIST DESTINATION AWARDED TO THE REPUBLIC OF ZIMBABWE FOR 2014.

 

 

 


On May 3, 2014 the General Assembly of the European Council on Tourism and Trade, has taken under consideration the list of candidates for WORLD BEST TOURIST DESTINATION for 2014.




 

On the debate for the WORLD BEST TOURIST DESTINATION AWARD FOR 2014, Professor Dr. Anton Caragea, President of European Council on Tourism and Trade (ECTT) presented a report titled: ZIMBABWE: THE PERFECT AFRICAN DESTINATION; A SEVEN-WONDER DESTINATION IN TOURISM AND CULTURAL POTENTIAL.

 


He proposed ZIMBABWE as the winner of WORLD BEST TOURIST DESTINATION FOR 2014 and as receiver of the FAVORITE CULTURAL DESTINATION distinction for 2014.

 


The report noted that the reasons for awarding WORLD BEST TOURIST DESTINATION FOR 2014 to ZIMBABWE were the following:

 


• The excellent organization of the 20th Session of the World Tourism Organization General Assembly from 24-30 August 2013. The world gathering brought together tourism experts from more than 120 countries.

 


• The successful organizing of this world event, inspite of huge logistic and economic challenges, proves without doubt, the capacity of Zimbabwe Government and the tourism industry’s capacity to organize world level events.

 


Following a magnificent vision and the organisation of a successful world tourism meeting, ZIMBABWE has unequivocally demonstrated that it is a safe, open and perfect tourism destination.

 


The support offered to the promotion of Community Based Tourism, which ensures the survival of sustainable tourism, with its with low ecological impact and preservation of natural biodiversity and protection of endangered species in Southern Africa. Community based ecotourism, promoted by Minister Walter Mzembi, is a perfect way of sharing revenue that supports rural communities’ prosperity through opportunities to market their foodstuffs and handicrafts to the world. The way in which eco-tourism has become the base for local economic development, providing benefits to communities, makes eco-friendly tourism the lesson that the REPUBLIC OF ZIMBABWE is offering to the world.

 

 

 


• Giving tourists access to outstanding and pristine nature and the opportunity to explore nature, to contribute to ecological preservation, and the opportunity to visit extraordinary places such as: the unique landscape of Victoria Falls; the National Parks such the Eastern Highlands in Manicaland; the Mana Pools in Mashonaland West; Exfoliated Hills from Matebeland; Chilojo Cliffs in Masvingo and the Matobo Hills near Bulawayo etc. All these regions and national parks, are a model of achieving ecological and green tourism that must be recognized throughout the world.

 




• The ongoing development and protection of cultural and historical shrines of the Republic of Zimbabwe, the transformation of Harare into a historical and spiritual centre, offering to the visitors a glimpse into rich culture and heritage of peoples of Zimbabwe.




 

• The preservation of outstanding historical and cultural heritage in the form of the former capital of the Shona Kingdom, the Great Zimbabwe in Masvingo, a fortified palatial complex from the 12th Century, offering a rare insight into one of the greatest pre-colonial civilizations of Africa, and a rare window into centuries old traditions.


 

 

 

• Today, Great Zimbabwe Monument also offers tourists an open air museum with a rare collection of historical and archaeological treasures that educate and enrich the world.

 


• The preservation of cultural and natural sites of world significance and value such as: Great Zimbabwe National Monument (added to UNESCO list in 1986), Khami Ruins National Monument (added to UNESCO list in 1986), Matobo Hills (added to UNESCO list in 2003), Mana Pools National Park, Sapi and Chewore Safari Areas (added to UNESCO list in 1984), Mosi-oa-Tunya / Victoria Falls and UNESCO candidate regions as: Ziwa National Monuments dating from the Stone Age period, make destination Zimbabwe to offer an incomparable contribution to the world legacy.

After hearing the report, Senator Ionel Agrigoroaiei, from the Romanian Parliament and Director of European Parliamentary Committee in the European Council on Tourism and Trade expressed the views of all present at the gathering when he declared that the REPUBLIC OF ZIMBABWE is the deserving candidate, with a perfect record of promoting eco-friendly tourism, ecological and socially oriented tourism, and that only a unanimous vote in favor of the REPUBLIC OF ZIMBABWE, could express the unwavering European tourism and economic communities’ support for such a world model.

 





Mr. Victor Deleanu, ECTT rapporteur also presented a report titled “ZIMBABWE: A HOT SPOT OF ADVENTURE TOURISM” which praised the country for its safety record, infrastructure and hospitality industry’s achievements that make Zimbabwe an attractive destination in Africa.

 

Mr. Mihai Prundianu, Chairman of the Trade Mission of the ECTT, also highlighted the importance of the moment as the continent celebrated 50 years of African Unity, it is appropriate for Europe to express its commitment to, and appreciation for, Africa by crowning ZIMBABWE THE FAVORITE CULTURAL DESTINATION AND WORLD BEST TOURIST DESTINATION FOR 2014.

 

At the end of the debate, European Council on Tourism and Trade decided, unanimously, to award WORLD BEST TOURIST DESTINATION FOR 2014 TITLE TO REPUBLIC OF ZIMBABWE and to declare REPUBLIC OF ZIMBABWE THE FAVORITE CULTURAL DESTINATION in 2014.

 

The meeting was also presented with the Official Invitation, from the Ministry of Tourism and Hospitality of the REPUBLIC OF ZIMBABWE, for a delegation of high ranking officials of the European Council on Tourism and Trade, to present the WORLD BEST TOURIST DESTINATION AWARD in Harare, in person, to His Excellency President of REPUBLIC OF ZIMBABWE ROBERT GABRIEL MUGABE, the most outstanding personality in Africa today.

UNITED ARAB EMIRATES: A FORCE FOR EQUILIBRIUM IN THE MIDDLE EAST

In 2013, United Arab Emirates celebrated in pomp, ceremony and joy the 42 anniversary of National Day.


Forty-two is in the life of men`s a time of reflection and decisions, in time of nations is barely a time of beginnings. United Arab Emirates are having a lot to appreciate and to be proud off in all this short span of time.



Sheikh Zayed bin Sultan al Nahyan: the founding father of United Arab Emirates


In 1968, when the British empire was living his last hours in the region, the vision of Sheikh Zayed bin Sultan al Nahyan was to create a state of equilibrium and a force of moderation in the Arabic Gulf area. Squeezed between the emerging power of Shah`s Iran and of Saudi Arabian Kingdom, the small Gulf states could only envisage a future of moderation and balancing in order to survive.


Today, this policy of moderation and equilibrium carved out by the funding father of UAE-Sheikh Zayed and continued by his successor Sheikh Khalifa bin Zayed is reaching a peach of recognition and appreciation worldwide and also is receiving international plaudit`s as a pillar of security and development in the area.


UAE: THE FORCE OF MODERATION AND THE MODERATION OF FORCE.


In 1971, when the flag of United Arab Emirates reach out for the first time to the sky, the country inaugurated what will be a long tradition of moderating tension and avoiding confrontation, in an area where neither one or the other is lacking. United Arab Emirates inaugurated their presence on international stage by repulsing Iran attempts to take advantage of the British withdrawal and saving the region from an all-out conflict.


This policy of negotiation and appeasement re-surfaced during Iran-Iraq war, when United Arab Emirates wise and calibrated policies assured the continuing flow of oil by the straits of Hormuz and avoided regional escalation. The support for Kuwait independence in 1990 and the moderation policy in all the tensions of the areas had gained recognition for the country as a force of stability and continuity in foreign policy of the troubled region.


As UAE Foreign Minister stated to the United Nations, the driving force of UAE foreign commitment is build upon “the principles of peaceful coexistence, peaceful resolution of the international disputes and non-interference in the internal affairs of other states”.


These principles insured a high standing of United Arab Emirates in the world and also in the Arab region, during the so called Arab spring.


United Arab Emirates straightforward policy of rejecting internal interference, of supporting human rights and rejecting support for terrorism, had enshrined the name of United Arab Emirates in the heart of every Arab, as a country of stability and order.


A country that is building and not destroying, a country that is protecting and not killing hopes and peoples.


The lesson of United Arab Emirates, that knows how to moderate his force by obeying to the international norms is a golden lesson that makes today UAE a beacon of hope in a troubled region.


UAE: A FORCE FOR HUMANITY.


The Arab convulsions left in tatters a huge region, from North of Africa to the Middle east and millions of people refuges, displaced or victim of hunger in their own countries.


In a time of insecurity and predicament, the United Arab Emirates shared their influence and power to alleviate sufferance`s across the region.


Hundreds of millions of dollars where directed to the refugees camps in Jordan or Lebanon, in one camp alone 20.000 peoples are regularly protected and all their needs meet by the help of United Arab Emirates.

In the troubled hit Egypt, UAE had poured 4.9 USD billion to support economic recovery and to insure the road to economic stability as a precondition for political equilibrium.


Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, had clearly marked this generous help is conditioned by “a policy of peace, security, tolerance and love” that will insure stability in the country and the world.


The same helping hands can be seen across the Palestine territory, supporting the legitimate right of Palestinian state in 1967 borders and Al Quds al Sharif ( Jerusalem) as his capital.


From Pakistan and India to Nepal and Kenya, Morocco and Guinea, UAE is sponsoring projects of education, irrigation, poverty eradication and promoting equality of chances and development of rural communities in celebrated initiatives as: Dress One Million Needy Children, a project destined to provide clothing to one million poor children across the world.


By the size of his humanitarian projects sponsored across the world, related to the population and surface UAE ranks the second in the world in front of countries like United States, Japan or Italy etc.


The most recent disaster stricken country, Philippines, received on the spot 10 million’s dollars to help the authorities cope with the humanitarian crisis.


This long track record of assistance and donor capacities made Sheikh Khalifa to describe his country as “a state of giving, pace and security”.

UAE: OPPORTUNITIES FOR ALL


The positive force of UAE is not only reaching far and wide, but is starting from the home build miracle.


In the last two decades United Arab Emirates had succeeded to build a promised land for more than 200 nationalities and developed his economy by a staggering 200 times, comparing with the independence year-1971.


This powerful economic development is shared also with the communities of expats and foreign workers, that contributed to this economic miracle , most recent a three year plan, envisage to spend 36 USD billion to improve health, educational and material conditions of working force in UAE.


All this having as a goal, to create a society that is “a paradise for citizens and foreigners alike, that are living in peace in a tolerant community and free from segregation and injustice.”


The economic development of UAE is not only building his capacity as a donor for humanitarian projects, but is also insuring his capacity to develop economic project`s around the world.


Solar powered plants are build today in Mauritania and Morocco, solar technologies are having a hub in the Masdar Institute of Technology and Masdar City and environmental projects are providing a life worth living for millions around the world.


All regional economies are benefiting from continuous economic miracle build by the emirates. This force of reaching and affecting the life`s of everyone gets a new confirmation in the crushing vote in supporting Dubai as host of World Expo 2020.


From Romania in Central Europe to United States in American continent and Arab and African countries, everyone has supported Dubai role as a hub for new technologies, tourism, and economic development and as center of the new Silk Road, connecting China-Europe and South America via Africa.


After being declared World Best Tourist Destination in 2008, now as a host of World Expo 2020 United Arab Emirates are having a new opportunity to create the future by connecting minds, as the logo of the new world exhibition is proclaiming.

LESSONS FROM UAE.


What are the lessons of all this 42 years of this emotion full adventure, that we call United Arab Emirates?

Off course, economists, politicians and cultural experts will draw many conclusion for how to make a nation building, but I will settled for two major conclusion.

The force of UAE is projecting is the force of moderation , a powerful and rich country that is not using his influence in fostering conflicts and confrontation but in building nations, supporting humanitarian causes and promoting world unity and cooperation.

Second is the success of the model of inclusiveness.

UAE did not build walls of segregation`s and created an economic miracle for citizens and foreigners alike, a society constructed on solidarity will survive, one build on separation will succumb, this is the lesson that UAE is teaching the world.

Witnessing the 42 anniversary of UAE you might be in awe from the tall Burj Khalifa, or admire the economic productivity of Dubai World or to be inspired by the Dubai winning bid for World Expo 2020, but what I found most inspiring was the multitude of people, coming from all the corners of the world, wearing the T-shirts or signs of funding fathers of UAE in a sign of gratitude for the country that targets to be a paradise for all: United Arab Emirates.

AGRIGOROAEI IONEL-O ACTIVITATE PARLAMENTARA IMPRESIONANTA IN ANII 2012-2013

Finalul sesiunii parlamentare, in iulie 2013, a dat nastere la nenumarate statistici si evaluari ale performantelor legislativului rezultat in urma alegerilor din decembrie 2012.


Primul parlament al Romaniei, bazat pe votul uninominal,a marcat o serie de recorduri precum: cel mai numeros Parlament din istoria Romaniei, dar si cel mai putin productiv in termenii legislatiei aprobate. Intr-un domeniu insa activitatea noului parlament a inregistrat o crestere calitativa neta : diplomatia parlamentara.


Fostul parlament, al perioadei 2008-2012, a marcat o izolare politica si un refuz al rolului natural, de promotor al imaginii nationale si al interesului Romaniei pe scena internationala prin diplomatia parlamentara, actualul Parlament a marcat o imbunatatire simtitoare a activitatilor in aceasta zona.


Printre parlamentarii ce s-au ilustrat cel mai bine in acest domeniu, important si sensibil, al diplomatiei parlamentare, ii putem enumera la Senat, pe reprezentantul Iasi-ului, Ionel Agrigoroaei si la Camera Deputatilor pe Presedintele Valeriu Zgonea, reprezentantul Dolj-ului.


Senatorul Ionel Agrigoroaei a reusit o activitatea impresionanta in acest domeniu, fiind singurul parlamentar roman, din ultimele doua legislaturi, ales sa organizeze un grup parlamentar de prietenie.


Este vorba de Grupul de Initiativa pentru Cooperare Parlamentara Romania-Emiratele Arabe Unite, la conducerea caruia a fost ales senatorul de catre Institutul de Relatii Internationale si Cooperare Economica si de catre Ambasada Emiratelor Arabe Unite in Romania.


 


Senatorul Ionel Agrigoroaei prezinta sprijinul pentru DUBAI-CAPITALA EXPOZITIEI MONDIALE 2020


Grupurile de initiativa pentru cooperare parlamentara bilaterala, sunt organisme create special pentru a pune bazele dialogului parlamentar si pentru a realiza constituirea grupurilor parlamentare in cele doua parlamente. Emiratele Arabe Unite sunt principalul partener economic al Romaniei in zona Golfului Arabic, partener de dialog politic, diplomatic si cultural extins.


Din nefericire cooperarea parlamentara bilaterala nu era la nivelul dorit si necesar unor asemenea relatii si Grupul de Initiativa pentru Cooperare Parlamentara Romania-Emiratele Arabe Unite a aparut tocmai pentru a remedia aceasta situatie.


Totodata, senatorul Ionel Agrigoroaei a fost implicat si in organizarea vizitei oficiale, a primei delegatii la nivel inalt a Emiratelor Arabe Unite la Parlamentul Romaniei si in desfasurarea expozitiei de sprijin a Romaniei pentru orasul Dubai-Oras Candidat la Expozitia Mondiala 2020.


Totodata senatorul Ionel Agrigoroaei a fost primul senator si om politic roman invitat, in ultimii douazeci de ani ,sa faca parte dintr-o delegatie in Laos.



 

Senatorul Ionel Agrigoroaei si Primul Ministru al Laos-ului


Laos-ul este unul din principalii actori economici din zona Peninsulei Indochina, unul din tigrii economici ai regiunii si o tara cu un potential enorm pentru cooperarea bilaterala cu Romania.


Senatorul Ionel Agrigoroaei a fost primit de Primul Ministru al Laos-ului (Thongsing Thammavong) de Ministrul Turismului si al Culturii-Dr. Bosengkham Vongdara, de Dr. Thongloun Sisoulith -Ministrul Afacerilor Externe si de Dl. Asang Laoly -Vice-Prim Ministrul Laos-ului , fiind primul parlamentar roman ce a beneficiat de un acces de un asemenea nivel in Laos.


O alta zona, ce a beneficiat de activitatea senatorului Ionel Agrigoroaei a fost relatia cu Kazahstanul.


Senatorul a fost ales in Grupul Parlamentar de Prietenie cu Kazahstanul, tara ce reprezinta principalul partener economic al Romaniei in regiune, al doilea investitor international in economia tarii noastre si un partener strategic pentru Romania in Asia Centrala.



 

Senatorul Ionel Agrigoroaei prezinta lucrarea STRATEGIA KAZAHSTAN 2050 a presedintelui Kazahstan-ului-Nursultan Nazarbayev


Senatorul Ionel Agrigoroaei a fost singurul parlamentar roman ales sa participe la prezentarea editiei, in limba romana, a lucrarii :Strategia Kazahstan 2050 a Presedintelui Kazahstanului-Nursultan Nazarbayev. A fost de asemenea implicat in vizita delegatiei parlamentare din Kazahstan la Parlamentul Romaniei, prima de acest fel in istoria relatiei bilaterale si in organizarea Conferintei Internationale Combaterea Crizei Economice Mondiale si Strategia Kazahstan 2050, la Parlamentul Romaniei.


Prin aceasta activitate sustinuta si marcand o serie de recorduri pentru diplomatia parlamentara, senatorul Ionel Agrigoroaei conduce detasat in topul activitatilor parlamentare internationale in acesta legislatura.


Interesant este ca, bogata activitate internationala a senatorului nu a diminuat interesul sau pentru activitatile interne, senatorul conducand detasat in aceasta legislatura si in domeniul interpelarilor adresate Primului Ministru ( in numar de opt) si al intrebarilor ( 27 la numar) si al luarilor de cuvant (51 de prezentari).


La Camera Deputatilor, Presedintele Valeriu Zgonea a reusit o performanta diplomatica remarcabila. Intre punctele forte ale activitatii sale diplomatice putem enumera performanta de a fi primul Presedinte al Camerei Deputatilor invitat sa participe la Forumul Economic de la Astana ( mai 2013), cel mai important forum international de dezbatere a problemelor economiei mondiale si a masurilor necesare pentru combaterea crizei economice actuale.



 

Presedintele Camerei Deputatilor-Valeriu Zgonea deschizand Expozitia de sprijin pentru Dubai-CAPITALA EXPOZITIEI MONDIALE 2020


Multumita activitatii Presedintelui Camerei Deputatilor, pentru prima data, vocea Romaniei s-a putut auzi de la tribuna acestui inalt forum.


Presedintele Valeriu Zgonea avut onoarea, gratie talentului sau diplomatic, de a fi primul lider al Camerei Deputatilor invitat sa inaugureze un vernisaj dedicat unui oras candidat la Expozitia Mondiala 2020 : Dubai-ul.


Expozitia de sustinere a candidaturii orasului Dubai pentru WORLDEXPO 2020 a fost cea mai mare din intreaga Europa si prezenta la deschiderea ei a unei delegatii la nivel inalt, a Emiratelor Arabe Unite, arata rolul important al Romaniei, gratie activitatii sale parlamentare intense.


Rolul important al diplomatiei parlamentare, conduse de liderul deputatilor, Valeriu Zgonea, trebuie marcat si prin vizita la Parlamentul Romaniei a delegatiei la nivel inalt a Parlamentului din Kazahstan, principalul partener strategic al Romaniei.

Toate acestea realizari diplomatice remarcabile, arata si o noua fateta a legislativului ce si-a inceput mandatul in 9 decembrie 2012 : un parlament mai dinamic, prezent international si cu o buna activitatea la nivelul diplomatiei parlamentare.

The illusory perfect world of the XXI century.

 

At the beginning of the twentieth century optimistic geopolitics, led by the famous thinker Francis Fukuyama, believed that we are witnessing the fulfilling prophecy on the end of history.

 

At first glance everything seemed to give them justice: the market economy seem to liquidate traditional inequalities between countries and promised an era of overall development and steady growth of the living standards.




 

If, on the level of the individual safety, market economy promised abundance and absence of crises, in the field of global security the developments seemed to ensure a better future. The permanent EU enlargement ensured security on the European continent, joining former Cold War adversaries in a forum of development, democracy, security and general welfare, it seemed that a future in which even Russia will become a member of the European Union was not one too far away.

 

On military level NATO appeared to be an invincible military shield and it seemed to become even a global alliance which was to provide at indications of the Security Council, missions to impose global order. The global equation of stability seems solidly built.

 

Nothing has remained from this perfect picture of a better world.

 

NATO intervention in Afghanistan and the defeat suffered has influenced the future plans of the Alliance, the announced withdrawal from Afghanistan in 2014, ends long-standing contingency plans for NATO trouble spots.

 

From now on there will be only punctual interventions with duration of less than one year, the only ones that the Alliance can do effectively.

 

Instead of a coherent NATO interventions focusing on post-conflict reconstruction, we started to become witnesses of illegal intervention or of unilateral actions from the NATO members, which do not only exceed the action out of the alliance, but it also contradicts its fundamental principles.

 

The EU crisis, which began as an economic crisis that hit Greece, Spain, Portugal and Ireland became a general economic crisis and blocked the expansion of the political union, expansion was supposed to be a future of prosperity for Europe.

 

The EU political crisis threatens more and more achievements that were once considered as permanent certainties: the right to free movement is questioned, the right to work is severely restricted and fined and the portrait of EU as a club of democracies is as severe questioned by the expansion of right-wing parties and by the blocking of the democratic mechanisms which no longer work on the continent.

 

Increased security risks.

 

The collapse of the safety certainties led to the revival and development of security risks: forgotten border conflicts are worldwide present, territorial conflicts in the Far East are among the most visible.

 

In Europe, the Kosovo crisis questioned the stability of the boundaries drawn after World War II, and there are here additional trouble spots throughout the Balkans and throughout Central Europe.

 

All these attract with them increased security risks and general instability, with only two possible outcomes: return to arms race and to the conflicts we thought forgotten after 1945 or rebuilding a new system of global security.

 

Voice of reason.

 

In September 2012, when leaders of the Conference on Interaction and Confidence Building Measures in Asia (CICA) was held in Astana, capital of Kazakhstan, the usual speech reception, group pictures and final smiles were expected.

 

They were to have a surprise. Before them, their host President Nursultan Nazarbayev presented a comprehensive project to revive the dialogue and reduce tensions in the Euro-Asian.

 

It was not the first time the president of Kazakhstan surprised their guests with comprehensive and ambitious reform plans.

 

Everyone remembers in 2010, when Kazakhstan took over the Chairmanship of the Organization for Security and Cooperation in Europe (OSCE).

 

Everyone expected a usual cosmetic presidency, of a prestigious organization in free fall and utility. It was not to be like this.

 

President Nursultan Nazarbayev launched a project to reform and restructure the OSCE, put in foreground the overall security projects and the restoration of OSCE action potential. The organization was not able to meet leaders in 1999, Kazakhstan has managed to achieve this performance. OSCE failed for two decades to bring together the civil society leaders, but in 2010, within the Conference of Bucharest, Kazakhstan has managed to do that.

 

At the end of a one year term, Kazakhstan has managed to inject fresh vigor into an organization that seemed irreversible affected by routine and inefficiency.

 

Now the voice of reason, the voice of Kazakhstan, is heard again: it is time for a platform of security and cooperation in the Euro-Asian and Euro-Atlantic area.

 

The security and cooperation platform.

 

The New Security and Cooperation initiative, launched by President Nursultan Nazarbayev states:

 

- Creation of a zone of stability that connects the Atlantic and Asia, the European and Asian continents.

 

- Establishment of a mechanism of interaction, flexible and based on tangible results and creation of communication channels.

 

- Unification of the countless existing organizations on global security: NATO (North Atlantic Treaty Organization), CSOT (Collective Security Treaty Organization), CICA (Conference on Interaction and Confidence Building Measures in Asia), the OSCE (Organization for Security and Cooperation in Europe).

 

- Focus of the dialogue on general security issues, banning the nuclear tests - initiative ATOM (stopping nuclear tests worldwide)

 

The methods of the new organization: Platform for Security and Cooperation Euro-Asian and they promise to help ease the global climate:

 

- Imposing the consensus as the only method of action of the new organization

 

- Solving of the crises by dialogue and diplomatic means

 

- Focus new organization on the central problems such as geopolitical rivalry / reducing global distrust / fight illegal migration / fight against trafficking in human beings and drugs / counter terrorism and extremism and suppression of territorial claims.

 

Kazakhstan – clear action, concrete results.

 

President Nursultan Nazarbayev said from the very beginning that his country will lead by example and will convince through clear results about the usefulness of its initiative.

 

Thus Kazakhstan launched in 1990, a successful initiative for the denuclearization of the region Central Asia, closed the nuclear test polygon from Semipalatinsk and gave up a huge arsenal of nuclear weapons (third in the world after the U.S. and Russia).

 

With such results, Kazakhstan took the flag of the fight for nuclear disarmament, having demonstrated that a nuclear country may renounce its weapons for promoting world peace. Not by words but by deeds, seems to be the motto of Kazakhstan's international action.

 

Thus, President Nazarbayev announced at the nuclear disarmament meeting in Seoul, the initiative to create an international bank for uranium, an entity meant to control the resources and use of nuclear material for peaceful projects.

 

The establishment of such a bank would block traffic fusion materials, would allow nuclear arms control and allow the commencement of global nuclear disarmament. The new initiative received immediate support from the United States and the United Nations, as being the only reasonable proposal to address the problem of trafficking in nuclear materials.

 

Meanwhile, Kazakhstan has proposed a less ambitious goal, the ATOM initiative to ban nuclear tests and has made ​​this initiative a decision available to all people, building a specialized website where any responsible citizen can support initiatives designed to have a world without the risk of nuclear tests.

 

In Afghanistan, where the military solution failed, Kazakhstan has shown that the humanitarian solution gives results: hundreds of Afghan students graduate courses in Kazakh universities, laying the foundations, by providing the necessary personnel for the economic, administrative and health recovery of a country devastated and laying the foundations of a return to normality. Also construction of social facilities (schools, hospitals, health centers) developed the only strategy that works: higher standards of living.

 

The counter-drug fight reduces the sources of income of the destructive elements and Afghanistan rises again from the ashes of a failed military intervention.

 

As to the economic crisis, the Kazakhstan's president has built in his country the third world economy as growth rate, but he was concerned that only nation achieves economic growth, but he also provided a platform for combating global crisis.

 

The solutions to fight the crisis were offered free, together with the necessary consultation.

 

While other solutions have failed and world organizations have enormous cost, the Kazakhstan’s offers as a solution to the crisis is only up to people affected by the crisis if they want to apply or not.

 

Finally, the most recent contribution of Kazakhstan to the political and economic crisis, is the rebuilding the Silk Road. The Silk Road brought prosperity and security from Asia to Europe for two millennia.

 

Now with 5,000 kilometers of road built by Kazakhstan will link China to St. Petersburg and bring raw materials in emerging markets in Asia and will connect the European consumers with products offered by the Asian market.

 

By its revolution in transport, Kazakhstan has become the bridge between Asia and Europe, the area of transport and logistics and has become the host of dozens of trans-regional and multilateral organizations, connecting the Asia-Pacific, Europe-Atlantic area.

 

Romania-Kazakhstan: a joint voice for global security

 

After offering the example of a modern nation, contributing effectively to the global debate on crucial issues such as nuclear safety and solving of the global economic crisis, the new proposal of the President Nursultan Nazarbayev promises to offer a solution to avoid a ravaging conflict in the XXI century.

 

Romania’s response to the initiative of Kazakhstan can only be positive, given the long tradition of Romanian efforts towards disarmament and creation of a global security system.

 

The Romanian voice must be with Kazakhstan's initiative in setting up the platform for Security and Cooperation in the Euro-Asian and Euro-Atlantic integration, as the only reliable solution to ensure not only national security but also to bring our contribution to the great idea debate of the century.

 

Our country's voice must be heard again in support of world peace!

Ladies and Gentlemen,




 

I would like to begin by thanking and address a word of appreciation for choosing Romania as host of the International Conference SECURITY AND COOPERATION PLATFORM IN EUROPE-ASIA IN THE TWENTY FIRST CENTURY.

 

 

 

The Romanian voice has been heard strongly and steadily over the past 100 years in support of all initiatives to create a climate of peace in the world: names such as the Romanian Nicolae Titulescu or Vespasian Pella remain in the golden book of the League of Nations in the interwar period for their efforts in promoting peace and stability worldwide.

 

Romania has linked its name to the peace and disarmament conferences of the 30s which tried to avoid the nightmare of a new world war, created a framework for the Organization for Security and Cooperation in Europe in Helsinki Agreements of 1970-1975, supported disarmament negotiations in the eighties and now supports the idea of the Cooperation and Security Platform in Europe and Asia.

 

I would like to note and appreciate the initiative of the Kazakh Presidency, President Nursultan Nazarbayev, to organize a broad debate on building a Euro-Atlantic and Eurasian security platform based on the extraordinary success of Kazakhstan's OSCE chairmanship.

 

In my speech I want to refer to two types of challenges facing the Platform for Cooperation and Security in Europe and Asia. Developing a long term strategy of security in Eurasia region can not be postponed, given that other organizations have approached it. The EU has recently defined a strategy and NATO will adopt a new strategic concept

 

This effort to establish a cooperation strategy and global security is accelerated by the rapid changes of the globalization.

 

The globalized world can be characterized as a risk society in which have a large number of citizens has adapted. Especially young people up to 40, who do not assume perennial identities and loyalties, but pragmatic and present.

 

The contemporary world is complicated by the coexistence of proto-state or pseudo-state structures based on clans, extended families or other structures that preceded the formation of peoples or nations. They are visible in Africa, in parts of Asia or Latin America. The approach of the international community of each of the actors and each theme should take into account the perceptions of the actor in question.

 

The security of each state of the world must adapt to post-modern society. In today's world, states can no longer be divided into blocks because the reactions which occur as a result of different interests lead to changing alliances and the opposite sides for different themes or topics.

 

It is on the one hand a reflection of democratization of the contemporary world, but also the pragmatism of the governments forced to meet the needs of its own citizens.

 

The problems of transition to democracy, coupled with separatism and strengthening delay of the new independent states creates at their turn direct risks related to political legitimacy of states and governments and question the institutional capacity to fight corruption, and the mafia-type groups which fuel separatism and blocks the consolidation of the new states.

 

These elements, coupled with the existence of the frozen conflicts arouse concern, both for the fragmentation trends of new independent states, as well as for the transit of terrorist elements to Europe or the preservation of backward mentality that generates the appeal for the administrative models.

 

Conflict prevention and post-conflict management situations require a comprehensive vision able to develop the complementarity of the actions initiated by Platform for Cooperation and Security in Europe and Asia with activities of other global or regional bodies.

 

A balanced view should take into account the interests of different ethnic and religious communities, the duties of States and their citizens' natural rights, local and future interests of the regional actors.

 

It can not be developed without the contribution of the representatives competent to express plurality of voices, questions and aspirations of hundreds of millions of people living in the space of the Platform for Cooperation and Security in Europe and Asia it is. Political structures such as the Council of Europe Parliamentary Assembly can be completed with civil society structures. Only such a process meant to strengthen the respect for human rights, democracy and common security may acquire depth that only real intention of peoples can guarantee.

 

Finally I would like to thank the diplomatic community for the confidence vote for Romania by supporting this important event in our country, I would like to thank the Presidency of Kazakhstan, Romania's strategic partner for a strong focus given on the strategy debate in Bucharest in the coagulation strategy for the Cooperation Platform and Security in Europe and Asia and I would like to hope that our efforts of all those present will help to create a better and safer world for us all.

EMIL CONSTANTINESCU: KAZAKHSTAN PEACE INITIATIVE IS THE ONLY SOLUTION FOR WORLD SECURITY

When I was asked to provide the main speech at the SECURITY AND COOPERATION PLATFORM IN EUROPE-ASIA IN THE TWENTY FIRST CENTURY I could not stop do not realize how much it means in Romanian history the constant struggle of our nation in favor of peace and security worldwide.




 

For Romania, throughout its history, the efforts in favor of disarmament initiatives, reduction of stress and creation of a climate of understanding between nations have never been an intellectual fashion, but have always been part of our country's security strategy.

Supporting the ideal of world peace, the Romanian statesmen understood that they serve our national most sacred interest.

Therefore, hosting by Romania a conference on security and cooperation in Europe and Asia is part of this long tradition of our country to give its support to such generous initiatives as the one of the presidency of Kazakhstan.

First of all we must understand the security risks and frozen conflicts are not merely academic debates, but they reflect the reality of a globalized world, constantly changing and that no country can claim a right of permanent security. Peace is built, planned and sometimes fought for it and knowing the future risks of a nation puts is part of a true statesman’s activity.

In order to shape a vision on the future risks, we must have the courage to openly discuss difficulties this. In recent years we have been invited to conferences in Washington, organized by the Atlantic Council, on the future of the U.S. - EU relations and at NATO conference in Oslo, on the organization's new strategic concept. My interventions have emphasized the need for abandoning the language of "politically correct" which is nothing more than taking former "wooden language" of the Communist regimes. None of them resolve conflicts, but postpone them. Or, the task of SECURITY AND COOPERATION PLATFORM IN EUROPE-ASIA was first of all to resolve old frozen conflicts and then to focus on their prevention.

Regarding the long-term strategy of a SECURITY AND COOPERATION PLATFORM IN EUROPE-ASIA, things are somewhat different. An effort is required to understand and anticipate the trends of evolution or involution of the world in which we live. Changes in the security environment can be understood only if we consider changing nature of international relations, rules, regulations, typology of actors, goals and mechanisms of action.

A triggering element of the new theoretical approach was the Russian-Georgian war in August 2008. Its immediate consequences revealed the inherent weaknesses of frozen conflict resolution systems, managed by the OSCE - in South Ossetia and the UN - in Abkhazia.

Beyond that, the apparent institutional bottlenecks of the EU foreign policy and conflicts within NATO became obvious. Although the conflict was blocked, a major institutional international crisis turned out visible. Its components are a crisis of the means, a crisis of principles and a moral crisis. The reviewing of the security strategies based on new models of approach has become a necessity. The same thing applies for the logical consequences regarding security assessment and planning.

THE PLATFORM FOR SECURITY AND COOPERATION in Europe and Asia must primarily have a preventive vocation. This will be the cornerstone of its activity in the immediate future. This implies a growing complexity of the analysis and means of action. The repeated crises have shown that, unfortunately, locally preventive interventions are not sufficient and must be inserted in an assembly of long-term actions, which should consider all regions and all questions that they may destabilize, from the economic difficulties to the rooted stereotypes in the divergent mentalities, from the instability of the ways of communication to the unconventional security risks.

Being the only Euro-Asian organization in which all Member States are Europe and Asia, THE PLATFORM FOR SECURITY AND COOPERATION in Europe and Asia may prove to be an effective tool to build a culture of dialogue and cooperation in Europe and Asia and of Europe worldwide.

The SECURITY AND COOPERATION PLATFORM EUROPE-ASIA should aim to become a laboratory where the political culture of safety is created through mutual trust, negotiation and cooperation.

The SECURITY AND COOPERATION PLATFORM EUROPE-ASIA can identify major risks, formulate and implement programs to enhance mutual trust, both within countries with high risk, as well as in potential conflict areas.

In this lab I believe that there is a privileged place for former presidents during the period of transition from communist dictatorships to democracies. With their experience of statesmen and civic reformers, using mutual relationships and earned prestige, they can play a role in defusing conflicts and in rethinking the organization's long-term strategy.

The great contribution to peace initiatives, such as PLATFORM SECURITY AND COOPERATION EUROPE-ASIA of President Nursultan Nazarbayev to the European security architecture and the world one will be without doubt that the war will not be held due to the creation of democratic mechanisms and dialogue with civil society to strengthen cooperation, preventive diplomacy.

The ideal of international cooperation, a world freed of war, conflict and suffering is a historic ideal for which Romania has not stopped fighting, has not stopped to hope and believe and not stopped to support such actions.

 

Today when the developed world, our partners, are beginning to build a broad SECURITY AND COOPERATION PLATFORM IN EUROPE AND ASIA, the Romanian voice could not be absent.

 

 

The main question that I would like to respond in my speech is: why do we need the SECURITY AND COOPERATION PLATFORM IN EUROPE AND ASIA?

 

 

With an accelerating globalization no state or organization can resist new and existing challenges to ensure the safety of their citizens. In addition, the very security gets an increasingly comprehensive character.

 

 

Today security is understood not only by purely military aspects but also the stability of economic growth, stable development, appropriate leadership, human rights, ecology, health and many other issues.

 

 

Transnational threats become a factor in the viability of everyday society, subjecting it to a constant threat, undermining public faith in a just and stable world order.

 

Transnational crime and criminal networks are becoming increasingly sophisticated, trying to get into the official structures, therefore it requires a compact response from the states and international organizations.

 

In the new millennium the uncontrolled spread of weapons of mass destruction represents a serious threat to the peaceful coexistence of states and to guarantee human rights to security. The escalating nuclear confrontation, without significantly progress in nuclear disarmament and non-proliferation talks, increased nuclear ongoing role as an instrument of pressure failure endanger the life and fate of billions of people.

 

On the other hand, under the pretext of security, there are more and more occurring cases of external intervention in domestic political force in situations of crisis and attempts to act avoiding the unanimously recognized international norms and principles.

 

In these globally tensioned conditions it is extremely important that the new security and cooperation initiative launched by Kazakhstan with the cooperation of other organizations in Europe and Asia be known in detail.

 

By this SECURITY AND COOPERATION PLATFORM IN EUROPE AND ASIA we can have:

 

Creation an area of ​​stability that connects the Atlantic and Asia, European and Asian continent.

 

Establishment of a mechanism for interaction, flexible and based on tangible results and creating communication channels.

In February 2010, the European Diplomatic Academy of European Council on International Relations , organized the conference ”Kazakhstan – The Chairmanship of the Organization for Security and Cooperation in Europe”, conference honoured by the presence and participation of their Excellencies, president Ion Iliescu and president Emil Constantinescu.

This conference underlined (marked) an important step of the evolution of friendship and collaboration relationship between Romania and Kazakhstan. It was also a Romania’s token of appreciation, trust and support for Kazakhstan in its new quality of chairmanship of O.S.C.E.

At the same time, only a few mass media paid attention to a piece of information of the same importance, an event meant to have great impact on the diplomatic activity, as well as onto the multilateral cooperation among the nations of Central Asia and the entire international community.

In June 2011, Kazakhstan assumed the prestigious presidency of the Organization of the Islamic Conference (OIC), the largest intergovernmental, international, regional organization, representing 57 countries, totalling over 1.4 billion Muslim people. The Conference is second in size only to United Nations Organization.

 

This Organization strives for Islamic solidarity in economics, politics and social circumstances, as well as for resistance to colonialism, neo-colonialism and racism.

 

The Organization of the Islamic Conference (OIC) has a major potential as international mediator, acting toward the prevention of internal conflicts or the conflicts between member nations. It is also acting for enforcing the trust between the member states as well as the cooperation in all areas of activity.

 

After almost two decades of active participation (since 1995) to the projects of the Organization of the Islamic Conference (OIC), Kazakhstan succeeded in having a close collaboration with all the institutions of the Conference, clearly expressing the wish and will to actively contribute to the political, economic, cultural and humanitarian processes of the Islamic world.

 

In this context, Kazakhstan plays a strategic role in the development of a multilateral cooperation with the Islamic countries, due to its statute as a

Secular state and being at the same time part of the world’s Muslim community (Ummah).

The expertise of Kazakhstan as a chairman of O.S.C.E., an expertise that will continue to be used at the highest level, due to the Kazakhstan’s quality of former chairmanship, is of great importance. It will in the benefit of both organizations.

 

In fact, Kazakhstan already advanced at least two important and constructive project proposals to the OIC. One is proposing a long-term programme for economic and financial assistance by the Organization to the least developed countries of the Islamic word. The other underlines the need of the OIC countries to develop a common position in response to the so-called international terrorism disguised as “Islamism”, on one hand, and the growing anti-Islamic sentiment in the word, on the other.

 

As an example of vision and opening to the Islamic world, as well as to the international community, in February 2009, through the assistance of experts form the Islamic Development Bank, Kazakhstan adopted a Law on the Islamic financing and the Islamic banking system, allowing to introduce a new form of financial and banking services based on Islamic principles.

 

Finally, we can only hearty and once again congratulate Kazakhstan and the Kazakh people on the anniversary of 20 years if independence, for the great achievements in all areas of activity, to congratulate them for the important and active role as chairman of O.S.C.E., wishing at the same time a successful activity in the framework of the Organization of the Islamic Conference.

When on 16 December 1991, President Nursultan Nazarbaev had proclaimed the Law on State Independence of Republic of Kazakhstan, few could suspect that a road of 20 years of successes on national building was opened.

The beginning`s where difficult. The economic establishment of Soviet Union was build on interdependence principle , accordingly to it, no country members of Soviet Union could host on his territory the industrial and economic factories necessary for an independent life.

Despite being confronted with such insurmountable difficulties, the national building had started rapidly , Kazakhstan had commence building economic relations with former Soviet Union states and also had open his economy to foreign investments and economic cooperation with all the countries in the world.

Introducing in exploitation new oil and gas fields and exporting energy products towards other areas as Caucasus, Caspian Sea and by Black Sea towards Europe had transformed in only a few years, Kazakhstan in the main energy supplier for emerging Asian economy and for European economies.

Today, 20 years after, Kazakhstan is part of all important world and European energetic projects and the dram of President Nursultan Nazarbaev was fulfilled.

New oil and gas pipelines are heading towards China insuring that asian giant thirst for energy for his developing economy will be meet.

The Russian foster project of South Stream, of supplying gas to EU market by sidelines could not exist without Kazakh gas, and the rival EU project, Nabucco, could not come to life without the import of gas from Kazakhstan.

Today all new economic projects and world economy development are based on all the projection on row materials and energy resources from Kazakhstan.

A long way for a country that international experts were doubtful in 1991 that will ever insure at least its own internal energy needs.

In 1991 Kazakhstan had being confronted with security problems, threatening proximity of Afghanistan engulf in the flames of civil war and inter-ethnic conflicts that where ravaging the newly independent countries of Central Asia.

Kazakhstan had found the way of equilibrium to insure his independence and integrity by international cooperation, becoming rapid a full member of United Nations, of Organization for Security and Cooperation in Europe, Organization of Islamic Conference and Organization for Cooperation of Shanghai.

Soon Kazakhstan had proved his ability to carve a new kind of policy: had taken the courageous decision to disband the nuclear arsenal left over after former Soviet Union collapse and to relinquish the fabrication and stockpile of nuclear weapons and closing down the nuclear test site of Semipalatinsk.

The bold decision of Kazakhstan was confirmed by international community and the new state had obtained a declaration for recognition of independence and territorial integrity from United States, Russian and China under United Nations supervision.

Today, 20 years after, Kazakhstan is insuring his own frontier security, with Kazakh security forces and is involved in training other Central Asian countries armed forces and is insuring the command and control of efficient anti-crime and anti-drug trafficking mission in the region.

More than this in 2010 Kazakhstan had held OSCE-Organization for Security and Cooperation in Europe-Presidency, with a clear and strong mandate that succeeded in gathering in Astana, for the first time in the last 11 years, all the OSCE leaders around the table to discuss building a new and more efficient organization.

In June 2011 Kazakhstan had took over and the Presidency of Organization for Islamic Conference (OIC), with a new mandate based on reforming and reconstructing OIC. These astonishing international successes could not be possible without the economic power of Kazakhstan, but also without the support of an active and strong civil society build in the latest 20 years of independence.

Building a new national identity , after 1997 , Kazakhstan had begin building a new capital city , Astana , in a region in the center of the country that could let the most ambitious dreams to be revealed and transformed in reality.

The new city was not shy in ambitious dreams: Astana was counting in the moment of his inauguration 100.000 inhabitants, ten years later the number of inhabitants was 500.000 and is appreciated that in the next decade this number will surpass 1.000.000 inhabitants.

Today Astana is proud to have 4 lines streets , administrative palaces that could host by themselves an entire city and museums that are surprising the world such as : Presidential center for Culture , Modern Art Museum and Atemenken , a reconstruction of all Kazakhstan and his great city on a scale 1: 10. Today Astana is an economic and cultural center that is hosting business deal of worth more than 50 billion dollars each year.

Kazakhstan: where to form here?

Today at 20 years of independence Kazakhstan had already have a rich history that could make him proud , has a glorious past to give him identity and ambitious plans for a future that will offer to Kazakh people the pride of living in a country developed , prosperous and stable.

Kazakh people had known to build until now a model country, and there future is depending only on them.

Când, în 16 decembrie 1991, Preşedintele Nursultan Nazarbaev proclama Legea Independenţei de Stat a Republicii Kazahstan, puţini puteau bănui că începea un drum de 20 de ani de construcţie naţională plină de succese.

Începuturile au fost dificile. Întreaga economie a fostei Uniuni Sovietice era construită prin interdependenţă, adică nicio ţară membră a Uniunii Sovietice nu avea pe teritoriul său toate elementele industriale şi economice necesare unei vieţi independente.

În ciuda acestor dificultăţi construcţia naţională a început rapid, Kazahstanul a început construcţia de relaţii economice cu fostele state sovietice şi totodată s-a deschis rapid spre investiţiile străine şi spre colaborarea economică cu toate ţările lumii.

Introducerea în exploatare a noi zăcăminte de petrol şi gaze şi exportul de produse energetice spre alte zone, precum Caucaz, Marea Caspică şi prin Marea Neagra spre Europa, au transformat, în doar câţiva ani, Kazahstanul în principala sursă de energie a ţărilor emergente dinAsia şi a economiilor europene.

Astăzi , 20 de ani mai târziu, Kazahstanul este parte a tuturor marilor proiecte energetice europene şi mondiale, visul presedintelui Nursultan Nazarbaev s-a indeplinit.

Noi conducte de gaze şi petrol se îndreaptă spre China, asigurând gigantul asiatic că economia sa veşnic flămândă de energie va găsi materialele necesare dezvoltării sale viitoare.

Proiectul rusesc South Stream, de aprovizionare cu gaz ,pe rute alternative a Europei, nu poate exista fără gazul kazah, iar proiectul rival european , Nabucco , nu poate la rândul să ia fiinţă fără importul de gaz kazah.

Toate noile proiecte economice şi dezvoltarea mondială este bazată în toate proiecţiile pe materiile prime şi sursa de energie kazahă.

Un drum lung de la o ţară despre care experţii internaţionali spuneau, în 1991, că nu îşi poate asigura nici necesarul intern de energie.

În 1991, Kazahstanul avea mari probleme de securitate, vecinătatea amenintatoare cu Afganistanul zguduit de un puternic război civil, si conflicte inter-etnice ce zguduiau vecinii sai, ţările noi, independente, ale Asiei Centrale .

Kazahstanul a ştiut să îşi asigure independenţa şi integritatea prin colaborarea internaţională , devenind rapid membru cu drepturi depline al Naţiunilor Unite , al Organizaţiei pentru Securitate şi Cooperare în Europa , Organizaţiei pentru Conferinţa Islamică şi a Organizaţiei de Cooperare de la Shanghai .

Curând Kazahstanul a demonstrat că ştie să facă un altfel de tip de politică decât celelalte state: a luat decizia curajoasă de a demantela arsenalul nuclear al Uniunii Sovietice de pe teritoriul său şi de a renunţa la fabricarea şi depozitarea de arme nucleare , închizând enormul poligon nulcear de la Semipalatinsk.

Decizia curajoasă a Kazahstanului a fost salutată de întreaga comunitate internaţională, iar noul stat a obţinut o declaraţie de recunoaştere a independenţei şi integrităţii teritoriale semnată de China, Rusia şi Statele Unite ale Americii sub egida Naţiunilor Unite.

Acum ,după 20 de ani, Kazahstanul îşi asigură integritatea frontierelor cu forţe de securitate kazahe, asigură pregătirea altor forţe armate din regiune şi asigură comanda şi controlul unor misiuni eficiente de combatere a criminalităţii şi a traficului de droguri în regiune. Mai mult în 2010 Kazahstanul a asigurat preşedinţia Organizaţiei pentru Securitate şi Cooperare în Europa, cu un mandat eficient şi robust, care a reuşit să adune la Astana, pentru prima dată după 11 ani, toţi liderii OSCE în jurul unui plan de constituire a unei organizaţii noi moderne şi eficiente.

În iunie 2011 Kazahstanul a preluat şi preşedinţia Organizaţiei Conferinţei Islamice, cu un nou mandat bazat pe eficienţă şi reconstrucţie. Aceste succese internaţionale nu ar fi fost posibile fără puterea economică a Kazahstanului, dar şi fără suportul unei societăţi civile active şi puternice construite în aceşti 20 de ani de independenţă.

Construindu-şi o nouă identitate naţională, în 1997 Kazahstanul a simţit nevoia de a-şi construi şi o nouă capitală. Ca urmare a fost ales locul noului centru politic şi administrativ: Astana , în centrul ţării şi într-o regiune ce permitea ca cele mai ambiţioase vise să devină realitate. Şi noul oraş nu ducea lipsă de proiecte ambiţioase.

Astana avea în momentul inaugurării 100.000 de locuitori , un deceniu mai târziu numărul crescuse la 500.000 şi se apreciază că oraşul va trece de 1.000.000 de locuitori în următorul deceniu. Astăzi Astana se mândreşte cu artere de circulaţie cu 4 benzi pe sens , cu palate administrative ce pot adăpostii în ele un oraş întreg, cu muzee ce uimesc lumea, precum Centrul Prezidenţial pentru Cultură , Muzeul de Artă Modernă şi Atemenken- o reconstituire a întregii suprafeţe a Kazahstanului şi a marilor sale oraşe, pe o scară de 1:10.Astăzi Astana este un centru economic şi cultural pentru întreaga Asie Centrală, în care se semnează anual afaceri de peste 50 de miliarde de dolari .

Kazahstan încotro ?

Acum 20 de ani de la independenţă Kazahstanul are deja o istorie recentă de care să fie mândru, are un trecut glorios care să îi dea identitate şi planuri ambiţioase pentru un viiitor care să ofere kazahilor mândria de a trăi într-o ţară dezvoltată, prosperă şi stabilă.

Kazahi au ştiut să işi construiască până acum această ţară model, viitorul lor nu depinde decât de ei înşişi.

Ne-am adunat astazi, in cadrul unui simpozion european intitulat didactic: Kazahstan 20 de ani de Independenta. Pace si Constructie, pentru a analiza destinul unei tari prietene : Kazahstanul si mai ales pentru a trage concluziile care se impun privind evolutia istorica si politica a tarilor Asiei Centrale.

Fara indoiala 20 de ani este o varsta a tineretii la scara istoriei , dar in viata unui om acopera aproape intervalul de creatie si activitate pe care ne place sa il intitulam o generatie .

Si cate nu a vazut aceasta generatie ? De la prabusirea lagarului comunist , la aparitia statelor independente pe teritoriul fostei Uniuni Sovietice, pana la fenomenul constructiei unitatii europene, aceste doua decenii au schimbat fata lumii intr-un mod care parea improbabil in anii 1988.

Sa construiesti o tara, institutii puternice, o economie de succes, sa construiesti o noua capitala, sa contribui la siguranta generala abandonand productia de echipament nuclear si sa devii un exportator de securitate intr-o regiune atat de dificila precum Asia Centrala sunt rezultate importante, se poate spune chiar impresionante care ii apropie pe multi europeni de exemplul Kazahstanului.

Care este insa secretul acestor impliniri , acestui program de renovatio social si cultural ?

Multe raspunsuri ar putea fi fezabile: energia oamenilor, dorinta de a reface un traseu istoric exemplar, spiritul ce a insufletit odinioara pe constructorii Drumului Matasii , capacitatea diplomatica, dorinta de mai bine si lista ar putea continua la nesfarsit, dar din aceasta lunga enumerare eu m-as opri la rolul diplomatiei in constructia statala.

Ne-am obisnuit de multe ori in ultimii 20 de ani sa discutam despre nation building, despre ingredientele constructiei statale, in ultimul timp constructia statala a ajuns chiar obiect de studiu in Academiile Militare, deoarece tot mai des armatele , care pe vremuri erau chemate la a distruge statele incep a fi interesate de experimentul constructiei statale.

Si cat de important este succesul unei astfel de cosntructii sau cat de grav de platit pretul esecului, vedem in cazurile Afganistanului , Somaliei sau Irakului.

Ei bine astazi cand lumea cauta secretul acestei constructii nationale poate ca exemplul Kazahstanului ar putea sa ne furnizeze cateva linii directoare ale unei constructii nationale stabile si puternice.

As dori sa va impartasesc cateva exemple din aceasta isorie atat de recenta, dar atata de util de studiat a modelului kazah:

- Kazahstanul si-a inceput constructia nationala acum 20 de ani nu punand accentul, asa cum fac alte state, pe investitii in armament sofisticat si in tehnologii militare de ultima generatie ci in actiuni diplomatice de rasunet. Voi enumera doar cateva : demantelarea poligonului de exercitii nucleare de la Semipalatinsk, decizia de a renunta la arme nucleare, intrarea in Organizatia Natiunilor Unite, participarea la lucrarile tuturor agentiilor specializate ale ONU, integrarea in Organizatia pentru Securitate si Cooperare Economica in Europa pentru a da o dimensiune de politica Euro-Asiatica si participarea concomitenta la lucrarile organizatiei de la Shanghai pentru a se conecta la platforma de dezvoltare Asia-Pacific si in final integrarea, conform profilului spiritual national in Organizatia Conferintei Islamice.

Astazi la 20 de ani de la toate aceste decizii diplomatice, ce au dovedit acuitate si dorinta de integrare la nivel regional, continental si international, putem aprecia rolul stabilizator si creator pe carea aceasta densa activitate diplomatica la avut in constructia Kazahstanului de azi.

 

Integrarea in OSCE a adus Kazahstanului oportunitatea implementarii proiectului constructiei societatii civile, a dimensiunii democratice a constructiei nationale. Kazahstanul la randul sau a imobogatit activitatea OSCE, reusind pentru prima data dupa Summitul de la Istanbul din 1999 sa readuca liderii tarilor membre ale OSCE in Summitul de la Astana din decembrie 2010.

In urma cu aproape doi ani am avut placerea sa rostesc in cadrul Conferintei OSCE 2010. Presedintia Kazaha, desfasurata la Bucuresti, un discurs principal cu tema: Mai este nevoie de OSCE: pentru ce? pentru cine?

Incheiam acolo discursul cu convingerea ca OSCE va putea indeplini un nou rol in lumea secolului XXI : ″Marea contribuţie a OSCE la arhitectura de securitate a Europei şi a lumii va fi, fără îndoială, aceea a războaielor care nu vor fi avut loc datorită creării unor mecanisme democratice şi de dialog, întăririi colaborării cu societatea civilă, diplomaţiei preventive.

Mai este nevoie de OSCE? Da. Pentru ce? Pentru o lume mai sigură. Pentru cine? Pentru toţi″.

Ei bine reuniunea de la Astana a putut sa redea OSCE-ului posibilitatea de a fi o institutie relevanta si nu doar o relicva a anilor de dupa prabusirea sistemului comunist.

Alte exemple ale rolului diplomatiei si efortului constient de rezolvarea a conflictelor prin integrarea in actiuni si initiative internationale pot fi gasite din abundenta in istoria ultimilor 20 de ani ai Kazahstanului.

Kazahstanul a inteles ca securitatea fiecărui stat al lumii trebuie să se adapteze nevoilor constructiei societăţii post moderne.

In lumea de azi, statele nu mai pot fi împărţite în blocuri pentru că reacţiile care apar în funcţie de diferite interese duc la schimbarea alianţelor şi a taberelor opuse pentru diferite teme sau subiecte. Este pe deoparte un reflex al democratizări lumii contemporane, dar şi al pragmatismului guvernelor obligate să răspundă nevoilor propriilor săi cetăţeni.

Kazahstanul a inteles si ca problemele tranziţiei către democraţie, dublate de separatism şi de întârzierea consolidării noilor state independente, crează la rândul lor riscuri directe legate de legitimitatea politică a statelor şi guvernelor şi pun sub semnul întrebării capacitatea de luptă împotriva corupţiei instituţionalizate, dar şi a nucleelor de tip mafiot care alimentează separatismul şi blochează consolidarea noilor state.

O ameninţare asociată cu modelul global al democraţiei este şi populismul. Populismul poate duce la slăbirea puterii şi eficienţei instituţiilor cheie ale democraţiei, independenţei justiţiei, mass media şi armatei. Aceste elemente, combinate cu existenţa conflictelor îngheţate, stârnesc îngrijorare atât pentru tendinţele de fragmentare a noilor state independente, cât şi pentru tranzitul elementelor teroriste către Europa sau pentru menţinerea mentalităţilor retrograde care generează atractivitatea faţă de modelele administrative autoritare.

Intelegand toate acestea Kazahstanul a stiut sa privilegieze deschiderea institutionala , dialogul inter-civilizational si inter-religios pentru a nu cadea in capcana separatismului , confruntarilor religioase si paradigmei conflictelor inter-civilizationale .

Kazahstanul este tara care a stiut impreuna cu Sfantul Scaun, cu Papa Ioan Paul al II-lea sa construiasca institutia dialogului inter-religios prin conferinta Mondiala a Religiilor tinuta odata la fiecare trei ani in Astana reunind peste 19 religii institutionalizate.

Acelasi Kazahstan este astazi Presedintele Organizatiei Conferintei Islamice punand in prim planul agendei din nou dialogul inter-religios in cadrul lumii islamice si in relatiile cu alte religii si sa creeze un mecanism de dialog cultural si civilizational bazat pe valorile de pace si creatie ale islamului.

Sunt acestea doar cateva din realizarile a douazeci de ani de istorie, este mult, este putin, nu este caderea mea de a judeca la acest ceas de bilatn , prin insasi natura lui efemer si supus modificarilor.

In opera sa atat de profunda, Micul Print, Antoine de Saint Exupery explica cu inteligenta si umor ca "What makes the desert beautiful," says the little prince, "is that somewhere it hides a well." ( ceea ce face desertul sa fie frumos este ca ascunde undeva inlauntrul lui o fantana )

Ceea ce face analiza noastra dedicata celor 20 de ani de independenta si constructie a Kazahstanului interesanta este ca undeva deja urmatorii 20 de ani de noi succese si creatii incep a se plamadi in gandurile si sufletele celor ce traiesc astazi in Kazahstan.

DEPUTAT CATALIN NECHIFOR :Kazahstan: 20 de ani de relatii de colaborare cu Romania. Un pod intre Europa si Asia

Dupa 20 de ani de la proclamarea independentei, Kazahstanul devine unul dintre actorii principali in relatiile economice si politice dintre Europa si Asia. Cu o populatie de peste 16 milioane de locuitori, Kazahstanul este cea de a noua tara din lume ca suprafata si face legatura terestra dintre batranul continent si zona asiatica.

Drumul independentei si trecerii catre o societate democratica si economie functionala de piata este legat de numele presedintelui Nursultan Nazarbayev, cel care a produs o serie importanta de schimbari structurale, de la organizarea alegerilor democratice, stabilirea si construirea unei noi capitale, pana la instalarea unui ritm de crestere economica semnificativ, chiar si in perioada crizei financiare globale.

In privinta relatiilor diplomatice dintre tarile noastre, Romania a recunoscut independenta de stat a Republicii Kazahstan la o zi distanta dupa proclamarea acesteia, relatiile diplomatice bilaterale fiind stabilite in data de 15 august 1992. Relatiile economice au cunoscut o dinamica buna, unul dintre momentele cheie fiind achizitionarea a trei patrimi din actiunile grupului Rompetrol de catre compania de stat KazMunaiGaz in anul 2007, urmata la doi ani distanta de preluarea restului de actiuni, ceea ce a condus la consolidarea celui mai important parteneriat comercial dintre tarile noastre si care inseamna acum o retea de benzinarii la nivel national, precum si operarea rafinariei Petromidia.

Prezidiu ( de la stanga la dreapta : prof.dr.Viorel Lefter , deputat Catalin Nechifor , Ambasadorul Kazahstanului in Romania-  Kairat Aman , Emil Constantinescu-presedinte al Romaniei , prof.dr.Anton Caragea , Presedintele Romaniei- Ion Iliescu ,prof.dr.Mircea Constantinescu.

 

Totusi, in pofida acestei investitii majore, relatiile economice nu au profitat de o serie de factori, cum ar fi existenta unor resurse importante de materii prime in statul kazah, posibilitatea utilizarii spatiului economic romanesc ca poarta de intrare in Uniunea Europeana, precum si alte conditii specifice favorizante pentru dezvoltarea de afaceri. Din punct de vedere politic, au existat vizite reciproce la nivel de presedinte al Romaniei si respectiv Kazahstanului, o serie de activitati la nivel parlamentar, precum si o buna cooperare in cadrul OSCE, in special in anul trecut, atunci cand Kazahstanul a detinut presedintia rotativa a acestui organism international. Tocmai de aceea, consider ca o dinamizare a relatiilor guvernamentale si parlamentare ar putea contribui la un nivel mai mare al schimburilor comerciale dintre cele doua state, dar si la aparitia unor investitii economice directe care sa puna in valoare oportunitatile create de actuala criza financiara. In mod direct, atat Romania cat si Kazahstanul pot juca un rol de poarta de intrare catre spatiul Uniunii Europene, in cazul nostru, respectiv catre Comunitatea Statelor Independente si Organizatia pentru Cooperare Shanghai, la care Kazahstanul este parte. Iata de ce, consolidarea unui pod generic intre statele noastre, ca o punte de legatura intre Est si Vest, intre Europa si Asia, ar trebui sa devina o preocupare prioritara a diplomatiei noastre. Nu in ultimul rand, ar trebui amintite conditiile militare existente in tarile noastre si in regiunile in care suntem prezenti. Spatiul NATO, la care Romania este parte, precum si parteneriatul strategic cu SUA, permit dezvoltarea de proiecte si actiuni comune, mai ales acum, cand presedintele SUA prezenta statul din centrul Asiei ca fiind un lider mondial pentru securitatea nucleara pe termen lung.

 

In final, as dori sa fac cateva consideratii referitoare la modul in care Kazahstanul a inteles sa joace in economia globala pe cartea dezvoltarii durabile. Avand avantajul unui stat nou creat, douazeci de ani in istoria moderna inseamna extrem de putin, Kazahstanul a reusit sa isi defineasca foarte clar obiectivele de crestere si de modernizare, plecand de la a intelege foarte precis care sunt avantajele, dar si care sunt riscurile economice, politice si geostrategice. Beneficiind de resurse minerale importante, majoritatea elemenelor din tabelul lui Mendeleev, avand si resurse generoase de petrol si gaze naturale, fiind situat la confluenta si intersectia unor culturi si popoare din zona eurasiatica, Kazahstanul a jucat pe cartea prelucrarii superioare a resurselor naturale, pe crearea unui nou drum al matasii care leaga China extremului Orient de Europa, dar si pe dezvoltarea regionala, a carei capodopera o constituie noua capitala, Astana.

 

Asadar, lectia kazaha ar trebui sa fie studiata si replicata in tari aflate in situatii poate mai favorabile din punct de vedere al contextului economic si social, asa cum este si tara noastra, care, consider ca inca nu si-a definit intr-o maniera categorica obiectivele de dezvoltare pe termen mediu si lung. Prin urmare, o mai buna apropiere si o colaborare mai stransa intre Romania si Kazahstan ar putea deschide calea unei noi abordari care sa finalizeze acest pod, deocamdata virtual, care ne poate lega si apropia.
